In this upcoming session, we will welcome Hefen Wong, Director, Work Pass Integrated System Programme Office, Singapore Ministry of Manpower.

Theme: Modernising Singapore’s Employment Pass Legacy Systems to Deliver Seamless Customer Services

Summary:

In this session, we will welcome Singapore Ministry of Manpower as the winners of the Service Design Award 2024. Their project has been aworded as the Best Professional Non-Profit Project.

Hefen will share more about MOM’s 18-year-old monolithic legacy employment pass IT systems. MOM sought to transform and modernise the legacy systems, to meet the demands of Singapore’s dynamic economy and labour market and reduce businesses’ costs in transacting with MOM.

This project focuses on the design of the Work Pass Integrated Systems-Employment Pass (“WINS-EP”). MOM set out to create digital services that are resilient, adaptive and simple, and deliver a seamless customer experience.

Hefen Wong - Director, Work Pass Integrated System Programme Office, Singapore Ministry of Manpower

Hefen Wong leads the product development and transformation of work pass systems in Singapore, driven by her passion to create public services that work. She strives to deliver seamless customer and employee services, using design, data and AI tools. She previously worked on the design of workplaces and leadership culture in the Government Technology Agency of Singapore and co-founded Co-Lab in the Ministry of Manpower, cultivating testing and experimentation. Hefen was named as one of the world’s 100 most influential young people in government by public service think tank Apolitical, and believes in creating thriving workplaces.
