In Finland, 90% of foreign trade is carried by sea. 100 ships arrive in Finnish ports every day, submitting 20 mandatory notifications to the authorities. The data is monitored by more than 20 stakeholders, who communicate back and forth, submitting data manually and working in complex processes. The current Finnish system is outdated and prone to errors, requires multiple data submissions, and is incompatible with other national systems. European Union regulation (219/1239) harmonizes port operations across member states. Nemo will be the national single window for maritime traffic in Finland, enabling new services for added commercial value.

The multi-disciplinary concept creation team worked closely together with maritime stakeholders, conducted interviews and observations to understand the context, and facilitated a series of workshops. We compiled the story of the Present State, identified challenges, and built the Vision Concept. The concept features were divided into mandatory, added value or visionary epics for implementation. Our roadmap ensures that the mandatory epics are implemented by 08/2025.

The concept creation outputs were the Present State, the Vision Concept, and the Visual Brand Guidelines. The systemic overview of the Present State illustrates the stories of the Arrival and Departure, maps the data and the stakeholder processes. The Vision Concept portrays a maritime traffic data platform combining public and commercial data, shaping the future for the next 10 years:

The Concept Story illustrates the stages of the Port Visit, the Data Flow maps the reusable data model, stakeholder roles and tasks. The conceptual UI/UX Prototype demonstrates the improved user experience, and the Blueprint provides a systemic visual overview. Service design gave clarity, visual design enabled emotional engagement and co-creation was used for concept creation and change management. Our systemic approach included data architecture and business processes.

The Nemo project brought together commercial stakeholders and authorities. Together, we started changing the ways of working for the maritime domain. Nemo is built to be flexible and scalable, accommodating future changes in legislation and technology. The platform helps optimize business processes, resulting in savings and environmental impact. Nemo enables the national application of Virtual Arrival, the contemporary procedure for ships to arrive in the port utilizing situational awareness. This can decrease 24% of CO2 during one trip and cut the costs by 20% for shipping companies.

We have received global recognition for our thought leadership and have created an
export product from Nemo to sell to other countries. Nemo is aiming for significant benefits throughout the whole logistics chain, ultimately increasing the national productivity of Finland.

Nemo will be the national single window for maritime traffic in Finland, creating a neutral data platform for shipping and logistics and enabling building services of added value.
